• Prof. A.A. Yalbulganov appointed to the post of the PLRI's Chief Researcher.
• Yu.V.Ginzburg, the PLRI researcher, won the contest aword of the "Issues of education" magazine in 2011. The awarded article is "Specialization of law education in the Russian universities in XIX c." (developed in co-authorship with T.N.Ilina.
• The article "Forest protection in Russia and China: practice of comparative study" by Prof. A.A. Yalbulganov in co-athorship with E.V. Biruylin, researcher, Institute of Far East, was published in the "HSE. Law" magazine. -

• The budget law tutorial by D.Komyagin, PLRI's Leading Researcher, has been published at the Public Law Research Institute's publishing house.
• A.N.Kozyrin, the PLRI Director, reported "Specialities of financial and law courses teaching in master's program" at the scientific and methodological seminar, held at the Financial University under the Government of Russia on December 10th, 2011.
• The new monograph on forestry law "Legal regulation of forest exploitation in the Russian Federation" (M., 2011) by Yalbulganov A.A., Pashenko A.V., and Khreshkova V.V. published by the PLRI's publishing house. -

• Prof. A.Yalbulganov participated as an expert to the "Actual problems of fees computation and collection for negative environmental impact" round table, held within the framework of the II Russian Congress "State regulation of environmental protection and ecological safety - 2011", November 29, 2011.
• Yu.V. Ginzburg, PLRI's researcher, delivered report on "Realization of publicity principle in the activity of control and calculating bodies in the Russian Federation" at the VIth scientific and practical conference "Legal regulation in conditions of state modernization: national and international aspects" (Kazan University, November 25-26, 2011). -

• The PLRI «Public law researches» yearbook has been issuing as a periodical electronic edition starting st 2011. Certificate of registration has been issued by Federal Supervision Service in the area of communications, IT, and mass communications. -

• T.N. Troshkina, A.N. Kozyrin and A.A. Yalbulganov from PLRC have completed the projetc "Notion, subject, system and sources of educational law": to the formation of educational and methodical bases of the course "Educational Law," under a research project on the federal target program "Scientific and scientific-pedagogical personnel of innovation in Russia" for 2009 - 2013 years. • The monograph «Rechtsfragen der Eurasishen Zollunion» (Frankfurt am Main, 2011 - ISBN 978-3-8005-1545-5), devoted to the EurAsEC Customs Union, includes articles by A. Kozyrin on interaction of national and intranational regulation in the Customs Union; by T. Troshkina on antidumping regulation in the Customs Union; and by V.Voblikov on the legal basys of the Uniform customs tariff. -

• Publishing house «Bibliotechka Rossiyskoy gazety» issued Commentary to the Customs Code of the Russia, Belorussia and Kazakhstan's Customs Union. The commentary was developed by the group of PLRI researchers headed by A.N.Kozyrin.
• A.A. Yalbulganov and Yu.V. Ginzburg, the PLRI researchers, delivered reports at the "Legal regulation of forestry and forest conservation" scientific conference, held at the Moscow State Forest University on June 6th, 2011. -

• The report on "Brief on development of financial law subject and system teaching in Russia" by Prof. A.YAlbulganov, PLRI's leading researcher, delivered at the Ist international conference on financial law (Almaty, Kazakhstan), was published. -

• Scientific defence of Candidate dissertation on "Tax responsibility in the system of the state compulsion in taxation" by V.A.Kinsburskaya, junior researcher, took place in the National Research University "High School of Economics", April 12th, 2011. Scientific supervisor of the candidate is Prof. A.A. Yalbulganov, Leading Researcher.
• Yu.V. Ginzburg, the PLRI researcher, participated to the international scientific conference on "Innovations in state and law in Russia", organized by the Law Department of the Nizhniy Novgorod State University named after N.I.Lobachevsky, April 14-15, 2011. • Results of the III annual contest "New names in the public law science" has been announced. We congratulate young researchers - winners of the contest! Their scientific works to be published in the PLRC magazines.
• Following the order by the Head of the Federal Service for Financial and Budget control Prof. A. Yalbulganov became a member of the Scientific and Consultansy Council of the Service.
• The article "Modernization of the system of regional financial control bodies (financial and legal aspect)" has been published in the "State and the Law" magazine (#2, 2010). -

• D. Komyagin, PLRC Senior Researcher delivered open lecture on "Budget law and budget process" at the Faculty of Law, St. Petersbourg State University on November 12th, 2010 within the cooperation framework between PLRC and the University.
• "Education in the USA: Legal Basis of Financing" monograph by D. Korf, Senior Researcher, PLRC has been published.
• On November 26-27 D. Komygin, Senior Researcher, PLRC participated to the conference on "Property aspirations of tax payer to the treasury: formation of theoretical model and development of enforcement practice", jointly held by Law Faculty of St. Petersbourg State University and High Arbitral Court of the Russian Federation. He delivered report on "Property liability of treasury: collision of budget, tax and civil law". -

• Scientifc defence of candidate dissertation "Non-tariff measures in the system of foreign trade state regulation (on the practice of developed countries)" (specialization of World Economy) by T.N. Troshkina has been held in the premises of the Institute of World Economy and International Relations under the Russian Academy of Sciences on October 6th, 2010.
• On October 14th and 15th Prof. A. Kozyrin participated to the 15th International conference on international economic law, held at thee Westphalia University named after William (Munster, Germany). He delivered report «To the issue of correlation of supranational and national regulations in the customs union" on the first day of the conference.
• The PLRC researchers participated to the International conference "Modernization of Economy: problems and prospects", devoted to the 70th annyvesary of Economic fuculty foundation at the St. Petersbourg State University. On section "Modernization of Russian Finances" the following reports were presented: "Financing export of educational services in the Russian Federation" by A.N. Kozyrin; "About financing environment protection expenditures in Russia" by A.A.Yalbulganov; "Manadatory payments in the mechanism of non-tariff regulation if foreign trade" by T.N. Troshkina; and "Problems of education financingговой in the USA" by D.V. Korf.

• The Rossiyskaya Gazeta publishing house has published the book "Forest exploitation in Russia: regulation of property relations" written by the team of PLRC researchers under the editorship of Prof. Yalbulganov.

The PLRC delegated participants to the international scientific and practical conference on "System of financial law", held in Odessa State Judicial Academy on May 27-28, 2009. A.N.Kozyrin ("Principles of lawmaking tax precedures: analysis of legislation in Russian Federation") and A.A.Yalbulganov ("Legal nature of payments for natural resources use") delivered reports on the plenary session. • The two new textbooks on tax and customs law have been published. The books were developed by the PLRC staff, based on the long experience of teaching tax and customs law at the High School of Economics under the Government of Russia. -

• The celebration in honor of Roman Artyukhin, the Head of the Federal Treasure, member of the PLRC Scientific Council, took place. Artyukhin has successfully defended the "Legal regulation of the budget process in the reporting period" dissertation for obtaining candidate degree on September 17, 2008. The work has been developed under the scientific supervision of Prof. A. Kozyrin.

• The PLRC has presented its yearbooks for 2007: «Public Law Researches» Vol. 2 (614 p.) and «Administrative and Financial Law» Vol. 2 (568 p.). It is the first time the foreign authors - Prof. H. Wollmann, Humbolt University, Germany, Prof. N. Akuyev, Public Administration Academy, Kazakhstan, and Prof. V. Orlov, Lappeenrant Technology University, Finland, participated in development of the yearbooks. -

• The results of the research projects contest, announced by the Russian Foundation for Fundamental Research (www.rfbr.ru), were resumed. The Foundation has supported the PLRC's project, titled "Administrative reforms and development of public administration".
• The textbook on tax law "Practicum on taxation", dedicated for law and economic faculties students and postgraduates, and prepared by the group of PLRC researchers headed by Kozyrin A. and Yalbulganov A., has been recently published.

• The Public Law Research Centre announces calls for applications for the scientific papers competition "New names in a public law science - 2008". Subject area and requirements for applicants.
• The joint project of the Public Law Research Centre and the State University of Kursk has been implemented: the "Financial law: diagram manual" textbook (edited by Kozyrin A. - M., Kursk: Published by the SU of Kursk, 2008. - 324 c.) has been issued. -

• The "Ministries and Agencies in the System of Executive Government" project, implemented by the PLRC staff in collaboration with leading specialists of the RAS Institute of State and Law, the RAS Institute of Oriental Studies, the RAS Institute of Far East, and the Russian Academy of Justice, has been completed. Publication of the "Ministries and Agencies" (Ministries and Agencies: textbook / edited by Kozyrin A. and Glushko E. - M.: Norma, 2008. - 256 p.) resumes the researches, conducted within the project.
• The training program on "Customs policy of Russia: national and international dimension" was developed by the Senior Research Fellow of PLRC, Troshkina T. within the Innovative educational program of SU HSE "Forming of the system of analytical skills for innovations in business and public administration".

• The staff of the Public Finance and Financial Law Laboratory has prepared the practical kit for accountants. It analyses the recent changes in the legislation on taxes and duty. The book was published by Yustitsinform and edited by Prof. Yalbulganov A.
• The scientific and analytical magazine "REFORMS AND THE LAW", being published by Public Law Research Center, has been registered by the Federal Service for Supervision in the Sphere of Mass Communications and Cultural Heritage Protection. More... -

• The research group headed by the PLRC leading research fellow prof. Yalbulganov A. has completed Commentary to the second part of Tax Code of the Russian Federation. The work was supported by Garant Company. The commentaries were published by "Eksmo" Publishing House, and the e-version of the commentaries are presented in the Garant system.
• The two new books of the Public Law Research Center were issued with support of the Russian State Scientific Foundation:

• The project «Improvement of organizational and legal aspects of municipal service in Russian Federation»has been accomplished. The project was realized by support of Tumen city Duma. The results are published in "Bibliotechka "Rossiyskoy gazeti" (issue №14). They will be placed in the ConsultantPlus database(«Commentaries to legislation» section).
• Research group "Land law and payments for the use of natural resources" headed by Professor Yalbulganov A. has accomplished the project "Legal regulation of the payments for the use of natural resources". Results of work will be displayed in new book of the Public Law Research Center titled "Legal regulation of payments for the use of natural resources" (edited by Yalbulganov A. - Moscow: Yustitsinform, 2007. - 192 p.)

• «Educational legislation and educational reform» working group has prepared commentaries for the Federal law "On higher and postgraduate education", where numerous changes introduced in Russian educational legislation in 2006 and 2007 are analyzed. Text of the commentaries are availabled in KonsultantPlus (Section "Commentaries to legislation")
• "Finansy" journal has published information on yearbooks of the Public Law Research Center that overview articles and other research papers of the aforementioned yearbook.("Finansi", 2007, 7, p.79).

The work on the "Comparative law research of the government institution" project has been completed by the Administrative Law and Public Administration Laboratory. The project distinguishes by its positioning of government as an institution of both constitutional and administrative law. The activity of the government apparatus is analysed and the place of government is specified in the system of public administration. The work has been implemented in collaboration with the advanced experts from the Institute of State and Law under the RAS, Institute for Oriental Studies under the RAS, Institute of Far East under the RAS, Russian Academy of Justice. The "Government in Foreign Countries" book edited by Kozyrin A. and Glushko E. (M.: "Os'-89", 2007. - 240 p.), containing proceedings of the project, was published in June 2007.

The Commentary to the Federal Law "On the Public Service System of the Russian Federation" was developed by the PLRC's "Reform and Development of Public Administration" Research Group. The printed version of the Commentary was developed in collaboration with the Norma Publishing House and issued in May, 2007.
